Housing Training
ORS now offers a wide range of training to local authority and RSL clients, with courses including the Housing Health and Rating System (HHSRS),
Decent Homes, RdSAP, Excess Cold Hazards and Energy Efficiency measures.
For your convenience, courses are normally delivered at your offices for a fixed fee, without any additional delegate costs or travel expenses.
Standard Courses
Housing Health and Safety Rating System (HHSRS): Inspections and Assessments
This course can be provided either as a 1-day course for officers and staff who need an introduction and basic understanding of the HHSRS
methodology, or as a 2-day course with assessment for officers and staff who need to use the HHSRS in conducting dwelling inspections for
enforcement purposes or scheduling maintenance and repairs. This course is also offered for individual delegates at our modern offices in
Swansea - please contact us for details of forthcoming dates.
Housing Health and Safety Rating System (HHSRS): Enforcement
This 1-day course aimed at local authority enforcement officers provides a detailed summary of best practice and enforcement options,
with reference to previous case studies and decisions from the Residential Property Tribunal.
Decent Homes
This course provides a detailed guide to assessing properties under the four criteria of the Decent Homes Standard, the inter-relationship
between Decent Homes and HHSRS and RdSAP, and best practice for remedying non-decent stock. This is a 1-day course, individually tailored
to local requirements for LA Private Sector Housing officers and RSL surveyors and staff.
RdSAP, Excess Cold Hazards and Energy Efficiency measures
This 1-day course aims to equip delegates to collect the necessary data to produce an RdSAP assessment of a dwelling, to relate this to the
HHSRS Excess Cold Hazard, and to understand best practice and options in improving energy efficiency in housing.

John Easey
John is a nationally recognised Housing Health and Safety Rating System (HHSRS) trainer, having developed and delivered courses for CLG, IdEA and
Warwick University. He led the design, authorship and delivery of the highly successful IDeA sponsored HHSRS training programmes which were delivered
to around 2,500 local authority officers and were well received across the country.
Ian Woodward
Ian regularly undertakes training on many aspects of the Housing Health and Safety Rating System (HHSRS) including inspections, assessments and
enforcement; the Decent Homes Standard; and the Welsh Housing Quality Standard. He is also a qualified Domestic and Commercial Energy Assessor and his
training highlights best practice and options for improving energy efficiency in housing, including training to collect the data necessary for RdSAP dwelling assessments.
